
The Uganda National Council for Science and Technology (UNCST) is pleased to announce the appointment of Dr. David Serukka as Acting Executive Secretary, effective 15th October 2025.
Dr. Serukka is a Public Health expert with over 30 years of experience in epidemic response, healthcare leadership, and HIV/AIDS prevention.
Prior to his current appointment as Acting Executive Secretary for UNCST, he served as a Principal Program Officer in the Pathogen Economy Bureau, under the Science, Technology and Innovation (STI) Secretariat in the Office of the President. He supported Scientists and Institutions that are working on developing tools and products targeting Pathogen control and management such as Vaccines, Diagnostics, Therapeutics and the attendant equipment for human health, plants and animals.
Dr. Serukka also advises on epidemic preparedness and response. Previously, he coordinated an Ebola vaccination campaign for frontline workers across 14 districts in Uganda on behalf of the World Health Organization (WHO).
He has held key leadership roles, including Director of Public Health and Environment at Kampala Capital City Authority (KCCA) and Executive Director of Protecting Families Against AIDS (PREFA). His expertise spans public health policy, disease control, and health system strengthening. Earlier in his career, he worked with organizations like World Vision, Pathfinder International, and Plan International, focusing on HIV/AIDS care and community health programs.
Dr. Serukka’s extensive experience in public health, research, and leadership continues to impact Uganda’s healthcare landscape. His work in epidemic response, health advocacy, and governance has made him a key figure in shaping national and community health initiatives.
In his new role, Dr. Serukka will provide strategic leadership to advance the Council’s mandate of regulating and promoting the advancement and application of science, technology, and innovation (STI) for national development. He will further spearhead efforts to mobilise and strengthen partnerships with stakeholders across government, academia, industry, and communities to ensure STI contribute effectively to the national development agenda.
The 5th Council, together with Management and Staff warmly welcome Dr. Serukka to UNCST and look forward to his leadership in driving the next phase of growth, innovation, and excellence with in Uganda’s science and technology landscape.
