STI Status Report 2008/2009 The State of Science, Technology and Innovation (STI) Report for fiscal year 2008/2009 consolidates the indicators of Uganda’s Science, Technology and Innovation system. It provides data for assessment of progression as well as the overall outcomes of STI sector performance during the fiscal year.
The report provides science statistics, indicators and an empirical analysis of the contribution of STI to economic growth and societal transformation. The results are intended to support evidence based policy and investment decision making by the public and private sectors. In this way, the Ugandan economy is expected to reap the benefits of present and future S&T investments, leading to a fully knowledge-driven and competitive national economy. The Government of Uganda has committed itself in the National Development Plan (NDP) 2009/2010-2014/2015 and the National Science, Technology and Innovation Policy 2009 to continue placing high priority on investment in STI to foster accelerated national economic development and transformation . In particular, building a critical mass of scientists and engineers, developing research infrastructure, increasing research and development (R&D) and STI budgets, improving R&D performance, providing support to innovation and product development and providing an optimal policy and regulatory environment are some of the key priorities where development emphasis will be placed in the medium term.The Uganda National Council for Science and Technology (UNCST) is pleased with the enthusiasm with which the STI Status Report for fiscal year 2007/2008 was received by stakeholders and welcomes contributions from the wide and growing readership of this report in order to ensure publication and dissemination of science statistics and indicators that meet their needs. |
