As part of the IST-Africa activities, we provide regular updates and training workshops in relation to Calls for Proposals that faciliate cooperation between European and African institutions.
Three Calls for Proposals under Framework Programme 7 (FP7) opened on 30 July:
- FP7-ICT-Call 5, closing date of 26 October 2009;
- FP7-Infrastructures-2010-2, closing date of 24 November 2009; and
- FP7-Africa-2010 Call, closing date of 14 January 2010

Identifying Relevant Action Lines
When you have identified the research area relevant to your organisation, please revert to your contacts in European organisations and propose to cooperate in relation to a joint submission. The Work Programme outlines the specific actions lines that are open, the research focus required and the instruments that can be funded.
Instruments and Consortium Requirements

As outlined in the consortium requirements for IPs and STREPs, there is a requirement for a European coordinator and a minium of 3 independent legal entities from three different EU Member States. After these minimum requirements have been fulfilled, it is then possible to add relevant African participants with complimentary expertise to the Consortium. It is therefore necessary for your peers in Europe to identify the best European organisations to participate in the proposal and to agree with you the role your organisation can best play in the proposal. There must be a complementarity of expertise across all members of the Consortium to illustrate that the project can be successfully implemented.
In relation to the FP7-Africa-2010 Call, most of the open Action Lines will be fulfilled through large scale Integrating Projects (IP) and Small or Medium Scale Focused Research Actions (STREP) for Specific Cooperation Actions (SICA) dedicated to international collaboration partner countries.
The Minimum requirements in relation to the Consortium structure for a SICA for the FP7-Africa-201 Call is at least 4 independent legal entities, of which, 2 must be established in different EU Member States or Associated Countries and the other 2 must be established in different International Cooperation Partner countries (ICPC) from African ACP and the following Mediterranean Partner Countries (African MPC): Algeria, Egypt, Libya, Morocco, and Tunisia.
This instrument provides an excellent opportunity for relevant European and African organisations to cooperate in Research projects focused on addressing issues in Africa. It is necessary to identify relevant partners who bring specialist and complimentary expertise as soon as possible to ensure adequate time to prepare a high quality proposal.
As outlined in the overview document attached, there is a fixed number of proposals that can be funded for each action line in FP7-Africa-2010 so it is necessary to submit a high quality focused proposal with complementary expertise from Africa and Europe.

IST-Africa Training Workshops focused on FP7-ICT-Call 5, FP7-Infrastrucutures-2010-2 and FP7-Africa-2010 are being held in Lesotho on 21 September, in Botswana on 23 September, Dar es Salaam on 28 September and Maputo on 30 September.
